Seventy-eight requirements, every one accounted for
The tender pack yields 78 discrete requirements once every clause is extracted and de-duplicated. Each is mapped to its source document and clause reference, so every line is traceable back to the page it came from. Seventy are answered directly in the BuiltAI pack, seven are raised as clarifications to Grimshaw & Bolt and routed to Question Time, and one is held for confirmation at the Last Look gate.
Every requirement carries a clause reference, a named BuiltAI owner and a response location in the outgoing pack. That chain is what lets Last Look prove, at the gate, that nothing in the ITT went unanswered.
Where the requirements come from
The Grimshaw & Bolt ITT and the Services Design Solution Doc 23 design pack are the primary sources, together carrying most of the content. British Standards, CIBSE and BSRIA references set the technical-compliance baseline, while the JCT sub-contract, the SOCOTEC asbestos survey, the SBS boiler quote and the Defence-estate JSP references supply the commercial, statutory and site rules.

Each requirement is filed under one of eight categories. Technical is the largest, reflecting the mechanical and public-health content of a heat-source replacement. The status columns show what is answered in the pack and what becomes a query.

Submission carries the one requirement held for Last Look: confirmation that the assembled pack sits within the file-size limit set by the ITT.
Seven open questions, over to Question Time
The seven requirements that cannot be answered from the pack alone become the opening entries in the Question Time register. They span the commercial, programme, technical, heritage and statutory categories, and each keeps its Roll Call owner as it moves. The matrix is then locked for review, with any later change tracked under change control.
