EVALUATION METHODOLOGY

13 Criteria · Weighted Scoring · 1,000 Points

Every tender return is evaluated against the same 13 criteria using a weighted scoring model. Price is important but it's only 25% of the total score. The remaining 75% covers quality, capability, risk, and value — ensuring the award goes to the best-value supplier, not just the cheapest.

Each criterion is scored 0–10 and multiplied by its weight to produce a weighted score. The maximum total is 1,000 points. The evaluation is conducted blind — the scoring panel doesn't see the price until quality scores are finalised.

Normalised price ≠ tender sum. Chiswick quoted £198,600 (lowest) but their return excluded condensate drainage, controls integration and commissioning attendance — £27,500 of additional costs that other bidders included. After normalisation, Chiswick is actually the 3rd most expensive. This is why ACE analysis is critical.
APPLES-FOR-APPLES — PRICE NORMALISATION

What Each Bid Really Costs

Raw tender sums are misleading. Some bidders exclude items others include. Some add provisional sums that others price firm. The normalisation adjusts every bid to the same scope baseline so you're comparing like-for-like.

Result: Hartwell is the lowest normalised price at £214,400 (3.2% under budget). Chiswick's apparent price advantage disappears entirely once exclusions are added back — they're actually £11,700 more expensive than Hartwell on a like-for-like basis.

AWARD RECOMMENDATION

Hartwell Mechanical Services — Recommended for Award

Hartwell scores highest across the weighted evaluation (824/1,000). They are the lowest normalised price, highest quality return, minimal exclusions, aligned programme, strong local presence, and zero RIDDOR record. The recommendation is unanimous across all three scoring panel members.

Why Hartwell Wins
Lowest normalised price (£214,400 — 3.2% under budget). Clean return with minimal exclusions. Named supervisor with Cat-B experience. BESA, F-gas, NICEIC, SafeContractor all current. ISO triple-certified. Zero RIDDORs. 3 comparable Cat-B projects in Manchester. Warrington base — 30 minutes from site. Aligned programme with 2-week mobilisation. Daikin 5-year manufacturer warranty on FCUs.
Key Risk to Monitor
Hartwell's D&B rating is A2 (not A1 like Meridian). While solid, this should be monitored. Recommend: standard retention provisions, payment terms per JCT, monthly credit check. If Hartwell is unable to proceed, Meridian M&E (781/1,000) is the reserve — nearly identical quality scores, marginally higher price, strongest QHSE record in the field.
