Every claim needs a document behind it
The Case builds the argument; The File proves it. For every claim in the narrative - "the PM instructed", "the cost is £X", "the programme is delayed by Y weeks" - a document in the bundle must support it. The File indexes every item, cross-references it to the narrative, and flags gaps before the submission goes out. Evidence assembled after submission is evidence the assessor did not see, and evidence the assessor did not see might as well not exist.
