Analysis of weekly site reports (Weeks 10–14), progress photographs, subcontractor delivery records and the programme update dated 25 April 2026 against the accepted tender submission (Ref: MER-CQ-T001, dated 14 November 2025) identifies eight scope items where actual works exceed the quoted scope and two items where works are below the quoted allowance.
Of the eight over-scope items, only two have had variations raised (combined value £22.4k). The remaining six represent £67.8k of unclaimed additional work — work that Meridian is delivering and paying for but has not yet submitted a claim against. This is the single largest contributor to the −2.6pp margin gap on this contract.
The two under-scope items (combined value £8.2k) represent work that was quoted but has been descoped or reduced by ISG design changes. These should be tracked as potential client credits and factored into the forecast-at-completion.

Root cause: The over-scope items fall into two categories — design-driven changes (architect revisions to partitions, containment routes and mechanical layouts) and measured quantity exceedances (more cable tray, more fire alarm devices than the tender drawings showed). Both are legitimate variation triggers but were not captured at the point of change because the site team treated them as part of the normal workflow.
