Four actions gate mobilisation
The matrix is generated against a competency knowledge base for the trades in the task sequence and the heritage requirements flagged at intake, with currency pulled from the training-record system. The refurbishment covers thirty rooms, public areas and an M&E upgrade over a fourteen-week phased programme with partial occupancy. Four items are flagged for action: the painter team's lead-awareness training has expired, the electrician team's tower access and the heat-pump lift operator's boom-lift ticket are both expiring, and the carpenter team needs heritage-timber awareness.
Items shown as expired or required must be resolved before mobilisation. The lead-awareness refresher, the tower and boom-lift renewals and the heritage-timber briefing are booked or scheduled; no operative is permitted on site without current authorisation.

Mobilisation does not proceed with any flagged item still open. The four actions are tracked to closure through the training-record system, and the matrix is regenerated and re-checked against the roster the day before the first shift, so the site starts with every operative in current authorisation.
The full matrix records the ticket or certificate number, the issue date and the expiry against each named operative, and links each role to the work packages it is cleared for.
